omni: add OmniOta to bg-restriction-exemption so it wont show up in FGS with stop button to cancel update or download - they have dedicated stop buttons anyway too system update_engine wont stop anyway so it would continue in bg without the app knowing Change-Id: I8ce608887762195dbc30a327e43a11e1e12dff55
