omni: use overlay for wallpaper This allows us to use properly sized default wallpapers for various device resolutions, and also has the side-effect of fixing the too large texture problem (>2048px) on older devices, which generally use smaller densities. xxxhdpi - 2880x2560 xxhdpi - 2560x2276 xhdpi - 1920x1707 sw720dp - 1920x1280 sw600dp - 1600x1280 nodpi - 1280x1138 Change-Id: I85b6c3198b1913d7c4bd845665002938de0365c1
