DynamicPartitionControlAndroid::LoadMetadataBuilder: always NewForUpdate MetadataBuilder::NewForUpdate handles both retrofit DAP and launch DAP devices, so there is no need to differetiate using sysprops here. In tests, LoadMetadataBuilder is just mocked, because there's no interesting logic to be tested.
