allow mediaserver to use appdomain_tmpfs mediaserver and mediaextractor both need this. bug: 145607042 bug: 145355521 test: run modified android.media.cts.HeifWriterTest to use the new android.Os.memfd_create, the test should pass; shouldn't fail in verification step due to MediaMetadataRetriever can't access the memfd.
