Adding SEPolicy for IRemotelyProvisionedComponent

This SEPolicy change allows the hal_keymint domain to add
hal_remotelyprovisionedcomponent_service to hwservice_manager.

Test: The Keymint HAL can successfully start an instance of
IRemotelyProvisionedComponent
