Allow virt APEX to use diced and open_dice_cbor Microdroid payloads use diced to access their secrets and BCCs. The open_dice_cbor then gives them safe rust bindings to open-dice to process them. There's a dependency on ZVec which pulls in libkeystore2_crypto. Test: build, TH Change-Id: I402a9a416d7b0e0eed2e268495b148e5669e5c52
