Separating GateKeeperProxy declaration in header
Adding gatekeeperd.h and moving declarations for GateKeeperProxy into
header. Adding separate main.cpp for entry point.
Adding cc_default to be used by binary and fuzzer.
This is needed in order to fuzz gatekeeperd AIDL service
