Make crash_dump.policy a dependency of crash_dump. debuggerd_test depends on it, and the easiest way to ensure that the file is available when running the tests is to make it a dependency of crash_dump. Change-Id: Iebea8e0c49d8d49d52a434e4194e870793758988
