libprocessgroup: Deprecate setProcessGroupSwappiness Per memcg swappiness is not supported in memcg v2 which is now the default. This function will be removed in the future, so generate compiler warnings for any existing users. Bug: 393020526 Change-Id: I687e18ced54d26230a3da1e1e2893100a993089d
