Initial Secretkeeper HAL service for Trusty Disabled by default; enable with `export SECRETKEEPER_ENABLED=y` before building. Also needs the Secretkeeper TA to be present in Trusty; if the TA is absent, the HAL service will (repeatedly) fail to connect.
