Turn off privilege fallback when using test privilege rules. If a carrier privilege rule is set via TelephonyManager#setCarrierTestOverride, don't fall back to using the SubscriptionInfo privilege rules (from eSIM metadata and/or carrier config) as this might come from the real underlying SIM.
