TelephonyManager API review changes Addressing feedback from API review regarding resolving the Fi TelephonyManager dependencies by Telecom. This includes removing references to requiring permission from the doc as it's already defined by the annotation as well as using the pre-defined constant for the newly created permission (ACCESS_LAST_KNOWN_CELL_ID).
