Telecom plumbing for SIM call manager voice status When PhoneAccountRegistrar sees a PhoneAccount with CAPABILITY_VOICE_CALLING_AVAILABLE registered, it will inform telephony on the corresponding subId(s) for propagation to ServiceState.
