Fix the broken unit tests PhoneAccountRegistrarTest is broken, and also non-functional. Get them updated by fixing proguard (don't strip @VisibleForTesting things), fixing the setup (need a real ConnectionService), and fixing the tests themselves to test what PhoneAccountRegistrar does now.
