Revert "Ensure MediaSession is ONLY made active when routed to wired headset."

We will re-land this concurrently with accessibility changes which will change that code to use Telecom APIs instead of keycodes.

This reverts commit f32bf371610a8bcc0336d34b0814a5fa98801811.

Reason for revert: causes regression for accessibility code which relies on keycodes (b/278177899)
