dice: support fallible allocation for retry

Adds a new error, NoMemory, and uses it to implement fallible allocation
for the retry module. When feature `"std"` is not used, first try to
reserve the underlying buffer before resizing.

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
