virtualizationmanager: Remove bad test

The test was written to validate whether custom debug policy can be
configured, but it has following issues:
  - Test can't set setprop for configuring custom debug policy
  - Test emits strange SELinux denial (`scontext=shell`)

The test is safe to remove because custom debug policy is indirectly
tested by CustomPvmfwHostTestCases.
