pvmfw binary should not be installable. It won't run as an application, it needs to be converted to a raw binary and run in a VM. Bug: 223166344 Test: Ran unprotected VM under crosvm. Change-Id: I19642fd3d473ca60678caaefd82c5de4d47eab1c
