Assorted cleanups

In preparation for adding @SystemApi, go through and clean up various
minor things.

In the javalib (mostly just fixing IntelliJ warnings):
- Standard order for modifiers
- Stop using a deprecated PM function
- Add @hide on a bunch of methods that will be @SystempApi
- Fix use of a raw type instead of a generic

Testapk:
- Use DeathReason constants from VirtualMachineCallback rather than
  directly using the virtualizationservice AIDL enum.
