Make compsvc works in VM compsvc was originally developed on Android over local binder. Now that we can handle the RPC request over the VM boundary, we may start do remove/break the local binder support. Bug: 185161847 Test: odrefresh works Change-Id: I593d30a05defa14288a7f0cc923581517350cc61
