Move libs/libvmbase/example/ under guest/

Move the directory, which contains a standalone guest payload out of the
directory containing the library, even if the payload uses it. This
shapes vmbase_example in the same way we have already organized Rialto
and pvmfw under guest/.

No functional change intended.
