Refactor vm_shell.sh to make it easier to add new commands

This change prepares vm_shell for the follow-up that will add a start
empty Microdroid command.

Virtualization

This repository contains userspace services related to running virtual machines on Android, especially protected virtual machines. See the getting started documentation and Microdroid README for more information.
