Convert vintf_fragments into vintf_fragment module(s)

Convert vintf_fragments into vintf_fragment module(s) so those manifests
can be handled in the same way between KATI defined system image and
Soong defined system image.

Test: aosp_cf_x86_64_phone build succeeded

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
