VmTerminalApp: Implement Wi-Fi only checkbox in installer

Bug: 379218935
Test: Manually on CF as follows: \
  - No network --> network error or no Wi-Fi error \
  - Switch to another Wi-Fi --> network error \
  - Turn on/off Wi-Fi when Wi-Fi only --> no Wi-Fi error \
  - Turn on/off Wi-Fi when not Wi-Fi only --> download continues

Android Virtualization Framework (AVF)

Android Virtualization Framework (AVF) provides secure and private execution environments for executing code. AVF is ideal for security-oriented use cases that require stronger isolation assurances over those offered by Android’s app sandbox.
