Transfer ownership of NetworkStatsFactory to NetworkStatsService.
NetworkStatsService is the only consumer of the data coming from
NetworkStatsFactory, but the factory itself is instantiated and
owned by NetworkManagementService.
Move it into NetworkStatsService instead.
