Add NET_CAPABILITY_NOT_BANDWIDTH_CONSTRAINED to L2CAP network offer

NET_CAPABILITY_NOT_BANDWIDTH_CONSTRAINED is included in the default
request, so I am adding it here. While technically this network is very
bandwidth constrained, it requires populating
getLinkDownstreamBandwidthKbps() and getLinkUpstreamBandwidthKbps()
which we can consider before this gets released.
