Remove obsolete CtsTetheringTestLatestSdk
This commit removes the obsolete CtsTetheringTestLatestSdk target, which
is no longer needed. This target was previously required for CTS to
function on the mainline-prod branch, but with the migration to trunk
stable, these branches no longer exist.
