Fix flaky testSampleConnectivityState

testSampleConnectivityState was flaky since sometimes networks were
disconnected before ConnectivityService#sampleConnectivityState
generates metrics
This CL fixes this issue by adding setKeepConnectedReason to prevent
networks are disconnected
