Remove -stubs-including-flagged
These were added to allow tests to build against flagged off APIs, in
legacy downstream branches that did not support the flagging
infrastructure and stripped out flagged off APIs from the stubs.
Flagged off APIs are part of the regular stubs in branches used today,
so this is not needed anymore.
