Dump tcpdump on failure in testUidTagStateDetails Add support for dumping tcpdump on test failure into the conndiag artifact, and apply it to testUidTagStateDetails. testUidTagStateDetails has recently been flaking due to unidentified extra traffic, and this may help identify that traffic.
