Add a dependency object in TetheringConfiguration
Address a TODO in TetheringConfiguration to use a dependency object
instead of static mocking on DeviceConfig.
This avoids TetheringConfiguration dependencies on internal
implementation of DeviceConfigUtils, unblocking changes in
DeviceConfigUtils.
