Fix EntitlementManager issues

1. Add TETHERING_ETHERNET to vaild downstream type. So starting
   ethernet tethering will do entitlement check as well.
2. Ignore request with invalid downstream type on
   handleRequestLatestTetheringEntitlementValue()
