Prepare CtsTetheringTestLatestSdk for presubmit by adding it to postsubmit This commit adds CtsTetheringTestLatestSdk to the postsubmit configuration. This is a preparatory step towards moving the test to presubmit, ensuring it runs regularly and catches issues earlier in the development cycle.
