Introduce KeyboardSet to hold related KeyboardIds
This change moves
* KeyboardSwitcher.getKeyboardId to KeyboardSet.<init> and
KeyboardSet.getKeyboardId.
* KeyboardSwitcher.getF2KeyMode to KeyboardSet.
This is the first step to get rid of shift state from Keyboard.
