Refactor KeyboardSwitch.KeyboardId class This change defers determining which keyboard should be loaded and holds the information in KeyboardId object as much as possible. At keyboard loading time, the determination deferred will be made depending on the information of KeyboardId. Change-Id: Ice2455d9e5b21671a250c342c06c043e4baa5355
