Rename KeyboardSwitcher.setKeyboardMode to loadKeyboard This change also eliminates KeyboardSwitcher.refreshKeyboardCache, LatinIME.reloadKeyboards() and LanguageSwicther.getLocales(). Change-Id: I5fd4914660ea1c955ddfa0ca62b920f9bcd53e1b
