Do not force downloads on package replace. This is causing issues we can't deal with in a safe and timely manner. Furthermore, users who need downloaded dictionaries already have them by now. Bug 21797386. Change-Id: I97e5fd84edcf2b16f04db57b7ae4a13fa9ce993f
