Add SpacebarLanguageUtils class The SpacebarLanguageUtils class is separated from SubtypeLocaleUtils and handles the language name on the spacebar. Bug: 8084704 Change-Id: I82f79a061d4f0cc2895263298c3ebf8ee444c61d
