Fix the burst callback issue on the repository Prevents the callback when no sub entities changed to reduce UI jank, besides, makes both variables mAvailableSubInfoEntityList and mActiveSubInfoEntityList thread-safe. Test: Manual Bug: 279387799 Change-Id: I04f2a780de54e7528be6aeaf62bc8162e499aa97
