Split the plurals strings with zero quantity. - plurals string with 0 quantity does not work as expect. Remove the zero quantity string from the plurals string and put it as a separate string instead. Bug: 36376411 Test: builds Change-Id: I5ee532b35969326b03d73edd28e4a213fa90f899
