Prevent Search taskbar edu from showing on home screen. If a user pins the taskbar and immediately swipes to home, this would show the taskbar edu tooltip on the home screen. This change checks that taskbar isn't transitioning to home to prevent that scenario. Fix: 369061563 Test: Reset Search Taskbar edu, pin taskbar, then swipe to home immediately.
