Introduce TopTaskTracker.getPlaceholderGroupedTaskInfo This CL just introduces an API inside TopTaskTracker to return a GroupedTaskInfo, no existing logic being migrated to it yet. It will be used to replace `getPlaceholderTasks` and `getSplitPlaceholderTasks` in the follow-up cls.
