Bump Contacts targetSdkVersion to 30 and add queries element This allows the app to continue to see query for packages that it needs for QuickContact actions and account loading. Test: manually launched the app on an R device and verified that the WhatsApp actions were visible in QuickContact and that tapping on the actions (e.g. message, email) on the contact data opened the relevant app. BUG=153642448 Change-Id: I63cf5d99f4b87dfeb4d94392c501bf0620c9a214
