Implement VUR in SubscriptionManager. SubscriptionManager combines the enableVUR option for all the VHAL clients and sends the request to IVehicleHardware. If some of the clients enables VUR while others disable VUR, SubscriptionManager will apply filtering for the clients that enable it.
