Add VTS test for BroadcastRadio AIDL HAL
Tested methods defined in IBroadcastRadio. Methods such as tune,
seek, step and startProgramListUpdates are tested by the times of
that the mock of ITunerCallback, which is registered to
IBroadcastRadio, is called within timeout.
