gralloc4-vts: Restore Lock_YCBCR_420_888 and create Lock_YV12

The patch adds back Lock_YCBCR_420_888 and also creates Lock_YV12 to
verify planner format with the checks on subsampling, chroma step, and
CbCr offsets.
