Fix VTS ValidationTest for 1.2 ops.
Skip L2_NORMALIZATION, LOCAL_RESPONSE_NORMALIZATION, and SOFTMAX for
addOperationInputTest.
Test: VtsHalNeuralnetworksV1_xTargetTest with 1.2 sample driver
