Add annotations checks for VehicleProperty.aidl. Add annotations check to prevent unexpected annotations in VehicleProperty.aidl. Add a check to make sure all but limited non-static data_enum properties require supported values list. Add missing doc and require_supported_values_list annotations to data_enum properties.
