Freeze vintf aidl interfaces
AIDL interfaces which are vintf-stable have to be frozen in release.
But these interfaces have been never frozen, so freeze them.
- android.hardware.common
- android.hardware.automotive.occupant_awareness
- android.hardware.rebootescrow
- android.hardware.graphics.common
