[WIFI][TREBLE] Uprev Wi-Fi HAL 1.2

In preparation for new feature development - uprev the Wi-Fi Treble HAL
revision from 1.1 to 1.2.

This CL does not contain any functional changes to the HAL itself. Only
updating the revision.
